Looks like he is blockbetting a QX or bluffing with a busted draw.
2 pair seems unlikely and if he would have a set or a straight I think that he would have bet more on the river.
But I think if you raise not many hands wil call you that you beat.
So for the times that he has a better hand I think a call is fine.

Raise more pre-flop, $20 - $25. Without any reads, a call on the river is probably best. I could never fold here without a very strong read, and I don't see much point in raising.

I just call this and take a note. If this is a Q blocking/vbetting I don't think he pays off when you raise, and JT/FDs also just give up usually.

this looks like a blocking bet, you want a little value from it but he doesn't want to call a big amount. You could maybe raise a bit more than a minraise though, but not a big raise. This could also be a fake blocking bet, so you can fold to a push but I really doubt he has a better hand here.
