Default 25nl I can never figure out what to do in these spots

I often find myself in a spot like this against an unknown and I can never figure out how to play it. On the flop he could have me beat solidly be on a draw or I could be well ahead against 7x or the like. After the flop he just keeps betting so small am I forced to just call it down or do I have other options?

You just need more information.

Villains raise is almost a min-raise so who knows what that means. Repop him to about 12 and see what he does.
If he shoves/repops then you can easily let it go.
If he calls then you're in a tough spot but can re-evaluate on the turn in position.

As played(turn), I would repop the turn here to $10 and shutdown (or c/f river) if called.

As played (river) i'm just gonna call it down because he's giving you the right odds to call.

Bet more on flop. Calling his RR looks good.

RR Turn as a blank hit and you're ahead of his range.

So you're going to reraise to $12 and fold when he shoves for $7 more?

Readless I play it the same. You are getting odds to call down, so call. Go to showdown and get some information on him.
