As played, I think the flop fold is fine. I, personally, just open-fold PF because of the stacks.

fold preflop - with your stack you need to save chips for better spots - if you want to try a steal you have to raise.
the flop bet can mean anything - could be a sucking bet with a made straight or a blocking bet with a draw. anyway as you have completely missed with your hand and the flop texture is dangerous i think you're done with this hand. |

Fold pre, it's a little early to steal and button raises get very little respect in these.
As played fold flop, you're either behind or an underdog. |

Agree completely, not a good spot for a steal and in that spot I would fold.
