bra + see through shirt... deadly combination?

At work recently, we got into a discussion about girls wearing thin shirts and colorful, visible bras underneath. The consensus from most of the office was that it's kind of sloppy and unfashionable, and probably draws too much attention to things most people already notice. Someone equated it to a flashing neon sign.

I was sad, as I like to color co-ordinate my pink bra with my pink leg warmers, pink headband, and sometimes pink scarf (in what I consider classic Fluffpop style) but pride myself on unsloppy and well put together fashion choices. I will admit that at times I feel like it's a bit too much. What's the deal? Is the girl who wears a highly noticeable bra just being slutty and sloppy, or is she being cute and cheeky?
