Default overcards + flush draw with weird stack sizes

Villain is 23/19/5.6 over 120 hands. No other reads. What do you do here? Should I shove or is a shove too big a raise? I should have bet closer to the size of the pot.

Shoving is way too much, raise him almost all in but not quite (raise it to around 140-150), it looks a lot scarier and you have odds to push any turn. Your flop bet is fine, you don't want to make big cbets on these kind of flops.
