External DVD burner recomendations

I'm specifically looking for one that is PAL compatible and generally not too expensive, $120ish tops. I'd need the burns to work on PAL compatible systems also.

I'm on a Windows XP PC and dont know what else you would need from me.

I'm completely clueless to this so if you need any other info from me just say what you need.

I'm not all that familiar with PAL and NTSC, but isn't this controlled by region? I am pretty sure that the DVD burners support both, but you would just need software that can burn in PAL.
