3betting the flop doesnt do much against him so the best line would be to raise the turn/bet river. Him not value betting 1 pair is just a player specific read. He check calls a lot with scary boards and rarely makes thinner value bets.

What is it you want to do against him?

You may have the best hand.

It looks like an obvious flop c/r from a blind move.

You have a great flopped draw for a blind steal in position.

You might get a free card on the turn if you want.

You might take it down with a turn bet after 3 betting the flop.

He may not put you on your hand once you hit it if he actually has a hand.

It could gain you more action on later hands with him in similar situations.

I agree with your turned draw you should raise the turn.
