villain is 18/14/4. Too thin on the river?

I'd bet smaller unless you're trying to make QQ-AA fold. I'm all for value betting spots like this, but I don't really think you ever get called here by worse., especially since he's an 18/14 raising UTG. Hoping to get looked up by 99/TT here seems way too optimistic.

I don't think it's terrible but I'm not a big fan of it. You're pretty much overrepresenting your hand here, and I don't think you're getting called by worse almost ever. You might fold out QQ+ though, as your line looks a ton like 22-66.

Reads? 77-TT are the only hands you could expect (hope) to call you. Way too thin.

This looks like a bluff.

If we were the PFR it would be good, but given we have called 2 streets he would have to put us on a multi street float to call with 88

I don't think it's too thin at all. Given that the flop was low and the turn brought a FD allows you to rep a float. Also your PP is about as high as it can get given PF action so your hand is at the top of it range yet underrepped. He could easily have 77-TT and he most likely will pay you off because of this.
