Hard to say without a definite read. Guys that play terrible like this are sometimes capable of bluffing a missed draw, and sometimes they are just not. Vs. some of them you can check the call any box, where vs. others its an easy fold.
I think I check and possibly call a bet here. Depends on feel really..how fast does he bet? If he bets fast I'm more likely to call.

Bad river, but hey, no reason to put him on a 9 or a 8.
However, I don't see too many hands that call a river bet, so I check, and see what he does, as orange said. I'm not calling any bet, but I think there's quite a few hands he can have that we beat, like a FD, SD, small pair or whatever fishes has. So check.
