Poker tournamentPlayer 1 says --all in--.
Player 2 says --call, oh sorry I was just kidding, fold--

What is the right decision.

Its a verbal call so it stands.

Its like someone saying raise and then saying I only want to call now, they still have to at least min raise

It is a call. As others have said, verbal declarations are binding.

However, if the 2nd player made a declaration (before player one acted) that he was calling no matter what player one did, then that is a gray area.
