You can't seriously expect him to have a higher set here and I think a lot of opponents won't come over the top of a raise on the flop with AT. His range is also made up of a lot of 2 pair/ draw hands. Definitely get it in now.

I'd just shove the flop after he reraises you...very unlikely that he has a higher set since he would have reraised you preflop with QQ or KK. I see no point in letting him see a turn card without getting his stack in the middle first.
