Default When are cards considered dead?

Poker table with a betting line. When a player puts his cards over the line, is his hand dead? If he puts his cards 50% over the line, is the hand dead? What is the general rule?

When they are in the muck and are no longer identifiable they are dead. Local rules may vary.
