Default True, a computer can\'t generate a truly random number, but

it is also true that a casino dealer can't either.

What precondition is necessary for the best players to place trust in the house that they are getting a deal as fair as they possibly can?

I think it's irrelevant that you can't get a truly random number, because what you can't do in any case is -predict- what's coming up. The only way you could do that is if you had the exact same algorithm, along with all the exact same seed input. It'd be just about impossible.
