I am not sure I will get Caro's book given I have one tell book already and Caro's book was initially based on studying people playing draw poker.

There are general tells in it that are valuable and it is not all draw; there is some seven stud but no hold'em as I recall.

Caro's Book of Tells is a bit on the outdated side, but it helped me out when reading players.

Is either book applicable to low limit?

Both are probably more applicable to lower limits as many players there do not concern themselves with the tells they frequently display. However, both can be used for all levels and types of poker.
