Default Can I value bet this river (4NL)

Horrid turn card, and he leads right out. I tanked it but decided to check behind instead of getting check raised all in. I know my line is bad here somewhere, but not sure where.

P.S. Don't critique the min bet on the flop, I had a read that this guy would almost alwasy raise a min bet if he hit the flop at all, so I was trying to setup the check raise.

Bet more on the flop. Small bets get you in to trouble on flushy boards when you give them odds to chase. They will call a big bets and therefore make a bigger mistakes = more value for you.

As played bet river.

Should I also raise the turn here?

Yes. Raising the turn is good. If he has a flush, he wins my stack. That's generally my policy when I have a set in HU raised pot, and would unquestionably be my policy in $4 NL.
