CO: $96.50
BTN: $80.91

<font color="red">Hero raises to $4.00</font>, CO calls $4.00, 3 folds

Flop: ($9.50) T[img]/images/graemlins/club.gif[/img] K[img]/images/graemlins/heart.gif[/img] T[img]/images/graemlins/heart.gif[/img] (2 Players)
<font color="red">Hero bets $7.00</font>, CO calls $7.00

Turn: ($23.50) 3[img]/images/graemlins/spade.gif[/img] (2 Players)
<font color="red">Hero bets $14.00</font>, CO calls $14.00

River: ($51.50) A[img]/images/graemlins/diamond.gif[/img] (2 Players)
Hero ?

He's probably not value-betting worse or bluffing hearts, but might call another bet with Kx or A[img]/images/graemlins/heart.gif[/img]X[img]/images/graemlins/heart.gif[/img]. Is this an obvious value-bet ?

Agreed. I'd pop out a nice 1/3rd size value bet hoping a weaker hand makes a bad call, but with his complete and utter lack of aggression any raise back from him is an super quick fold.
