Default Attack on a public service company????

To be perfectly honest this could be totally my neighbors fault and not something I need to take out on a small city government but what the [censored] I'm drunk and picky. I've been living here since July and twice since then(including today) they have avoided removing the trash from the sidewalk as planned. ( Yes I have kept it in proper containers and displayed it on the corner as expected, etc....) At what point do I owe the public service bitch a ass chewing because they seem to avoid picking up my trash if it is on my corner and happens to be 1/4 the way hidden behind my neighbors(across the street's) truck. I personally would love to chew my neighbor out cause of such a matter but he has like 6 state plates living at the place so it would be hard to pin point and he currently works at a place where I am a member of management but not directly over him so i'm sorta helpless at that point. Do I actaully force myself to accept the fact that 1/5 times the trash won't be picked up and plan accordingly or is there something i'm missing that I could do? Clearly reasonable responses are awesome but I'll accept complete douchbag ones if they in turn will prevent me from having excess trash in my garage from having them not retreiving the trash as planned.
