Fold river, there isn't much that you beat that is overbetting this. Betting the turn is pretty thin, and I wouldn't do it unless I knew that he will call with worse hands.

So I should have bet turn approx. $4? And then folded to any bet on the river?

If I bet say $4 on turn and get called the pot is now 14.85, shouldn't I value bet river if thats the case?

Should I have 3bet PF? How else could I have not underepresented my hand?

you either bet the turn here,
or you call the river bet he does

I am probably still a newbie, so are my comments, but as far as I can see that your preflop call is pretty bad. What do you accomplish with a call? You have a hand you want to play HU in position so reraise light cbet potsize to make him fold QQ,KK etc. and fold to action, that way you know where you stand and if you are up against AK, AQ or not.
A play like call preflop, a weak bet on the flop and check turn just indicates too much weakness and induces him to bluff the river.
As I said reraise preflop or fold.
Thats at least how I would play the hand.

Turn check is fine.

Then you usually call river bet. However, this is an unusually large river bet and there's some 9x's in his range.

I think this is a kinda closish decision, but without some read like a propensity to call c-bets and one to fire away at every river. Or some other read. Without it I think this is a fold.
