yikes. Looks like you're in trouble. With those stats he's prob not pushing a flush draw and can't be that thrilled with top pair like A7. He wouldn't have called you oop with any two pair possibility. If he had 88/99 he would prob dumb it with all this heat. He has a set. He barely doubled your raise too. Tough lay down...but I think you have to.

I have a hard time laying these hands down, but I think it's usually the right thing to do in these cases. He's screaming he can beat one pair, and he's normally passive so it makes a draw less likely. One thing, even some tight or passive players will play A7 or 99 here like this, so a read can change this from a fold. Also, occasionally a tag will get out of line because he knows your also a tag - so note this tendency. But without a read, my default play is normally to fold.

Does a 20/4 really call with 22, 33, or 77 out of position? I guess you have to take into account what he thinks about you. Have you been playing aggro, or pretty solid? I don't see any reason why he can't be doing this with JJ-AA, and obviously we take KK out of there. I would take any 2 pair out of his range as well. I think in this spot I push and if he has a set here, or AA, I get stacked.

Also, bet/3-bet is a pretty standard monster line, especially if he knows you're aggressive enough to raise donkbets liberally.
