no way there is more than one > between any of the options, the shove is close to breakeven and call is almost exactly equivalent to shove since there will be about 1/3 of the pot left behind.

I think shove > call > fold.

i think it is a easy fold giving that you only have 8 outs.. that might very wel be to a split pot.. you are probaly up against a set or a wrap and that gives you very bad odds.. either you have around 32% or you have not that many cards and to a split..

How nitty are you?
Who's to say we even need outs in this spot? Maybe were just dodging a few outs. Its really not a bad spot to shove at all IMHO

I think it's close, so whatever you do, you're probably not making a big mistake.. you don't mind variance, or feel like gambling, you shove.. if not, then folding is just as good if you figure the shove to have a net gain of 0$.. I'd do what my mood tells me to do...
