Against a full stack I would raise pre and bet flop, BUT short players are usually all in anyway .I wanted to make sure I got all his money in and erase any fold equity I had pre...good line?

Reraise the flop (put him all-in). When a short stack bets this much PF he's commiting his whole stack most of the time, especially from EP. Quit trying to be fancy.
