Default What should our message be?

Personally I think it should say that this legislation should not apply to those over 21 but I can not think of a good way to help prevent people from losing too much money gambling online, as 'too much' varies from person to person...

Maybe online gambling sites can finance there own players. That might be a great way around it "Party Credit Card" [img]/images/graemlins/smile.gif[/img]

So I say, "People over 21 should be able to make deposits to online gambling sites. Deposits should be limited to $1,000 per month from the customers. Sites may make unsecured loans to customers to fund a bankroll, at their own risk, up to $50,000."

I'm sure someone can word it better. I'm looking for something that appeals to at least 50% of the public without any convincing. Horse betting doesn't have to go through this but that is beside the point. We are talking about our message. We need to have a clear, convincing message that many people can agree to easily.
