As you put it, this guy is a special kind of bad. He easily could be thinking that he doesn't want to lose you. If he doesn't have a 9, what are you worried about, a set of 5's and that's it? JJJ is out given your description, as is 222.

If a lot of other hands are in his range, then 3-bet/call 4 becomes even clearer.

In agreement with the crowd, I three bet here. I think your simply giving up to much value to call this hand. He could be donk enough to save a check raise with a J for the river. I cannot come up with a hand that beats you based on the actions. J 9 probably would have the flop or the turn (at least I would have) and a set has got to play back at you but waiting til the river to do it? My money is on ... [censored] I dont know what my money is on, Im sure though that whatever hand he turns up, he played it pretty bad.
