Default To value shove or not... FH on river

Vil is 22/14/3.0, no specific history. Im calling anyway, but shove?

He's not folding a flush, but he has repped a flush way less than he has repped a set that needs a fullhouse. Pretty passive not to bet out Aces or Kings on the flop here though. Call obviously at least, but how often do we think he is doing this with a flush considering he looks solid?

Given his stats, what did he suddenly decide to raise here? Nothing makes sense to me besides 77, KK, AA. They all beat you. What is he raising here besides a bluff? I guess he could call on a 7 and a club on the turn, but again it would be like a 6 or an 8. Raising may or may not fold him out, because what makes you think he has a flush here? And he will always call with the hands that beat you. I think I call.
