tough to say without special reads.. definitly raise him to like 5$ preflop and bet close to pot size at the flop..
then you're pretty commited to the pot and can just fire your little stack you've got left in. If he has the diamond .. variance .. but I think there are more possibilites than just a flushdraw he would call with at the flop |

If he does maniac plays get it in, there is a big chance he's floating your cbet, an even bigger chance he is overvaluing a lower pair and a 20% chance when he truly has a hand that you fluke the 4th diamond.
