Default EPT-Rules Question

I was just reading the EPT-rules, and I'm not sure if I understand this one:

A player who intentionally dodges his blinds when moving from a broken table may forfeit the blinds and incur a penalty. The money will be put into the next pot and considered dead money.

Does this mean that when I would have been in the big-blind in the next hand, but my table terminates I will have to put that blind in the pot of my new table?

If so, will that be the case when I'm getting balanced, but my original table still keeps playing?
