I guess I would have to go with Homicide: Life on the Street. Very creative, and it set the mood for the show perfectly.

I don't think we can leave Andy Griffith out of this thread. The simple whistling melody might not be a towering symphonic achievement, but it still has to be one of the most distinctive and recognized TV theme songs. The fact that it is so memorable w/o even using words is even more to its credit.
