Big enough staff to be first class?

ATLANTIC CITY - Can a casino owner pare its staff so drastically that it can no longer run a "first-class" operation?
That is what the New Jersey Casino Control Commission, which regulates Atlantic City's gambling market, must decide about the owner of the Tropicana Casino & Resort in licensing hearings over the next week and a half.

In the commission's files are complaints from Tropicana customers about encountering bedbugs, roaches, overflowing toilets, and bathrooms that reeked of urine. The complaints were among information Tropicana management wanted to have excluded from the hearing.
