Anyone know the name of this utility?

There was a windows untility programm I used to have that was great for multi-tabling. As soon as your mouse hovers over the window, that window becomes the priority window. So you don't have to click your mouse 2 or 3 times in order for that window to become active.

I can't for the life of me remember the name of this utility or where I got it. I've googled the heck out of it, but I'm probably using the wrong terminology. Can anyone provide a link or at least a name? Thanks.

tweakui will definitely let you do this and it is super convenient. Not sure why it's not s.o.p on windows.

Btw- I'd have this question even if I was 26. I am, and always have been, TERRIBLE with computers!
