Default TPTK on bad river

Is calling the river a very stupid call?

This guy is a LAG and i have a spacial note that he spew a lot when a flush draw hit on the turn, during this session, i saw him check-raise the turn when a flush hit twice and he didn't have it both time.

So my call on the turn is easy but on the river?

Did he have a flush draw both times he check/raised the turn?

I can't think of much you're beating, even if he had QJ it got there. Your best hope is he played weird with a clubless made hand on the flop and turn, but it seems inconsistent for him to donk into the PF reraiser and then wait to check/raise the turn unless that turn helped him in some way.

he had the flush draw once and had nothing the other time.

I would call then. He clearly likes to bluff with air on boards where he will have a lot of semibluffs, so he has no idea what he's doing, and for that he deserves a bet.

I like Schneids's mentality in these spots:

"If I can think of 1 hand he plays this way that I beat, I'm calling."

You can think of 1 hand, so call getting > 10:1. You're good 9% here vs. someone you've seen bluff with total air.
