Default (NL50) TP2K faces aggression on turn

I am going through my sessions of yesterday and this hand came up. Villain is tight/passive (22/3/0.7), this is a fold right (even getting around 2:1)?

Full Tilt Poker - No Limit Hold'em Cash Game - $0.25/$0.50 Blinds - 6 Players - (LegoPoker HH Converter)

SB: $49.50
<font color="black">PietM (BB): $59.25</font>
UTG: $53.55
MP: $31.95
CO: $32.55
BTN: $14.75

<font color="black">Preflop:</font> PietM is dealt K[img]/images/graemlins/diamond.gif[/img] Q[img]/images/graemlins/heart.gif[/img] (6 Players)
UTG folds, MP calls $0.50, CO folds, BTN calls $0.50, SB folds, PietM checks

<font color="black">Flop:</font> ($1.75) J[img]/images/graemlins/diamond.gif[/img] K[img]/images/graemlins/heart.gif[/img] 5[img]/images/graemlins/diamond.gif[/img] (3 Players)
<font color="red">PietM bets $1.50</font>, MP folds, BTN calls $1.50

<font color="black">Turn:</font> ($4.75) 9[img]/images/graemlins/spade.gif[/img] (2 Players)
<font color="red">PietM bets $3.50</font>, <font color="red">BTN raises all-in to $12.75</font>, PietM??

This is a fold, cant really think of a hand you can beat that calls the flop then shoves the turn like this. Q10 seems real likely.

2-1 isn't enough when a K or Q may not cut it. It does sometimes, but i'd like 3 or 4-1 before i even vaguely contemplated it.

Maybe he was a shortstack, but still I was only getting 2:1, and $9 is $9. Samplesize is ~200 hands

I think it's a fold, but I'll admit that the fact that he's so short-stacked makes me tempted to call (because short stacks tend to push light, especially when they get the sense that you may intend to put them all-in before showdown anyway). If he weren't also so tight-passive, I probably would call.
