Default NL100, Is this a bluff or a value bet ?

Villain here is 28/21/69. I think I bodged this hand by not betting the turn. I thought he had an overpair or overcards here, maybe queens or jacks, but I was suspicious of the size of the river bet. Should I have called this ?

NL Hold'em $100 ( 6 handed )

SB( $99 )
BB( $31.83 )
UTG( $246 )
UTG + 1( $51.63 )
CO( $36.08 )
Hero( $185 )

Preflop: Hero is Button with 10[img]/images/graemlins/diamond.gif[/img], J[img]/images/graemlins/diamond.gif[/img]
UTG folds , UTG + 1 folds , CO checks , Hero raises to $6, SB calls $5.5, BB folds , CO folds .

Flop: ( $14 )9[img]/images/graemlins/diamond.gif[/img], 4[img]/images/graemlins/diamond.gif[/img], 2[img]/images/graemlins/club.gif[/img]( 2 players )
SB checks , Hero bets $11, SB calls $11.

Turn: ( $36 )10[img]/images/graemlins/heart.gif[/img]( 2 players )
SB checks , Hero checks .

River: ( $36 )7[img]/images/graemlins/spade.gif[/img]( 2 players )
SB bets $25, Hero ??.

i think you should bet turn; he rather has a fd, smaller pp, overs or a 9 then an overpair.
as played your hand looks like K high or something, i'd call. There is no hand he'd value bet here except a slowplayed overpair (unlikely given pf) or set.
