Queen's kinda suck. Some of the time you'll be against AA or KK and then when you make it to the flop you have to over cards to deal with. Raise the flop and be content when he folds. If you do check it and bet on the turn and get called be aware. There is a slight chance he made trip 9's though unlikely. So on the river i would be much more tempted to value bet, your 12 dollars bet was trying to win the pot, on the river you either want to value him into a call cause you know your ahead, get to a cheap show down, or induce a bluff, and occasionally bluff to win the pot. Because your hand is mostly like the best here, i would strongly suggest that you value bet the river, perhaps 8 dollars or so would be best. Personally i wouldn't hate, hate your flop check if you were in position, you might get him to bluff at the pot on the turn but you are still running the risk of an A or K showing up so i would likely bet every street. Because you were OOP you should definetly lead bet the flop and when the board pair on the turn you might want to check call in hopes that he'll try to bluff trips at you. Personal call/read there though.

I don't understand preflop. Can you straddle on full tilt? Did the hand convert weird? Is there a kill?

Anyway, bet flop. There's just no reason to check here.

In other news, why do people keep calling bets raises? If you lead the river, it's a bet, not a raise.

That said, I see no reason to believe you're behind here, so a value bet is in order. You may have been more likely to get a call if you bet less. I think a sucker bet of half pot or so gets called by any pair. Your pot sized bet doesn't need to get called as often, but I think he only calls if he's a true station.

But then why did he get an option after CO had called $.50, and if he raised to $2.50, why was it only $1.50 more for CO instead of $2 more? Odd.
