Default Why can a user send PMs when their box is too full to get them back

This makes the Baby Dids cry.

In this circumstance, I enjoy banning them for 1 second and including my message in the reason box. They'll get an e-mail with the message. Also, a 1 second ban is an appropriate punishment for this circumstance.
