Is this strictly because of stack sizes? What if both are much deeper, is a bet/fold fine?

absolutely correct.

but seeing as never in online poker can we ever be possibly sure of this fact, unless we can somehow see vils screen, i fail to see the relevance.

we have a 30 hand sample here guys, srsly....
