Definitley fold, the guarantee of ITM is greater than building your stack with a chance of bubbling. The chips you stand to gain here are not enough to risk getting ITM for.

Is limping here planning to get it in if the shortie doesn't fold bad? We'd still be pretty much guaranteed to get ITM with a 4BB stack, and the shortie will probably call with a fairly wide range of hands that he considers too good to fold.

Just as bad IMO, as the big stack I would shove ATC. If you limp you basically can't fold and will end up all in or its pointless cause you aren't getting to showdown otherwise.

But the thing is that you aren't the bigstack here, someone who's probably a bad player is, which makes us less likely to face a shove. Also, we will be able to get it all-in most of the times that the microstack doesn't fold.
