Default Who coined the phrase \"loosey goosey\"

I believe it was the Spanish guy that carries around the shark as a card holder. I'm not sure? Can anyone put a name to the term?

I'm pretty sure it's much, much older than that. Probably older than poker.

I found references to a dictionary of American slang dating it at 1967. The phrase "loose as a goose" from which it derives is older.
