i think considering this would be kinda an awkward spot to bluff (esp considering how passive he is, although he prob doenst realize how that comes into play), I like a bet of less then pot, around 1600 or so. He'll probably talk himself into a call at that price. If he has a 9 or course he'll call, but I think hands with 9s in them are definitely the minority of his range.

basically i dont think a huge overbet bluff is a easy to sell here, if you had a hand you wanted to bluff with you'd probably just check it down and take half the pot against this passive guy. So i'd make a bet that i'd make with 9x. If you overbet shove he will probably lay down a nine and certainly wont call to chop.

that said mashing pot is a close 2nd to me b/c of how bluffy it looks

Pot for sure. I'm a 5/10 HU reg on there and this is our best idea.. I'm not sure who you are playing but I have a suspicion.

based on the description of the flow of the match, betting turn is likely not so good given the risk of villain raising hero off the hand. if villain is underbetting pot, then it's a good spot to just check/call.

Against this guy it seems clear you have to bet. I also can't see betting less than pot on UB. I think pot is the way to go here, but I think this is a decent spot to push as well.

Definately not less than 3/4pot but as described with UP dynamics/betsizes betting pot looks almost the same (especially if he doesn't know you are CTS but perceives you as a loose Lagtard/Maniac).
We could make an argument for overbets or shoves but with the provided information I have trouble to estimate a calling frequency so I cannot tell which one offers more expected value.
C/R seems awful if he is almost never bluffing but might call big bets loosely in that spot.
