Default Crappy Video Quality on DVDs

So I'm slightly annoyed and want to know wtf is wrong with these DVDs.

A little while ago I went to Best Buy and bought season 2 of The Wire. When I watched it I found that almost every disc had some serious video quality issues. It's difficult to describe, but the main problem was that it looked like the sections of the video were shifted or misaligned. This was magnified along contrasting colors and when there was a lot of movement. The other problem I saw was that a couple of the discs had these tiny white dots that would randomly flash around.

I ended up at another Best Buy to exchange it, but when I watched this copy it had the exact same problems. I also tried each set of DVDs in 3 different players, so I know that wasn't the problem. I returned this set, and after thinking that it was just a local shipment that was defective, I ordered one last copy from Amazon. Obviously the world is against me and I had to feel like an idiot returning the same DVD for the third time.

Now more recently I decided to watch my Scrubs DVD, and it has the same shifting in the video (I noticed it the first time around, but I thought it was from using my slow laptop).

So wtf is wrong with these things? I have very few dvds so I find it kinda ridiculous that I've come across this problem with 2 different sets. Is this at all common or I am just unlucky?

Are you sure it's not your DVD player?

I've never had this problem, but I use the DVD player on my laptop, not one that connects to a television.

Edit: never mind about players. But I've still never gotten this problem.

Probably high PI8. I work for a company that makes these things.

Like I said, I tried them in 3 different players. While I was writing the OP I did consider that maybe it was a specific player of mine that was damaging the discs, but I definitely played them in different players for the first time, so that'd be a pretty big coincidence.
