i have no idea what the sb's donk betting range is here? i'm pretty sure that the bb is strong though (combo draw/2pr/set).

are we folding because the sb is left to act behind us, or because we have insufficient odds (implied odds) and won't get paid off when we hit?

Fold because you are not closing the action. Bet and raise into the PFR from two non-idiots means they are both strong. And you probably need to hit and get paid to get a call here up to neutral EV.
