Default 200NL: OP vs. Quick Donk-PSB

Villain is ~22/3.5 and semi-passive. He is a losing player over a decent sample (from datamining). I've played a couple sessions with him, and he seems competent but bad (if that makes sense). I have the following notes on him: slowplayed trips until min-raising river...open-limped 99 from 3rd pos...open-limped KQ from button.

My image is TAG...I think I'm running about 14/11 at this point. Against this type of player, is it better to raise the flop or just call and see what he does on the turn? I always find myself confused when players insta-mash the pot button against the PF raiser.

(Sorry, I had to convert this by hand because it keeps messing up.)
