It will take effect on the 2nd of next year. How long it takes to impliment is anohter question, but the it would actually become law next year.

No appeals because theres probably nothing that can be challenged in court that would hold any weight.

Everything is unknown. The legislation fiorum will have the most up to date info. Right now there is anti-gambling language in a bill that will provide more $$$ to secure our ports against terrorism. The bill is a no-brainer to pass if it reaches the floor. Of course, things could change, but it looks very bad right now.

As to when it will be effective or what restrictions it will have, is unknown at this time.
