Default How cool is this forum software?

Is the software powerful enough that it can restrict people from posting X minutes after a previous post?

If it can do this, can X be a function of the total number of posts, such that newly registered throwaway accounts have to wait a while before posting, while older accounts can post often?

I think this is a reasonable idea for dealing with spammers while minimizing unintended consequences.

Any thoughts?

i think that french fries is a good name - they're sort of yellow, and they get eaten very quickly.
