It doesn't. It reads your registry (the PT registry keys) to determine your PT DBs. It has nothing in it that requires internet access.

If you run postgres, it needs to access localhost on your machine, which is 127.0.0.1, as well as a port (5432). Some not-so-bright firewalls flag this as internet access and give you an alert.
