i'd just give up, what can we represent by the river on such a drawy board, random 2-pair that hit on the river?

Yea but he's never folding either, I don't see what the merit of a bet is.

I would expect JJ/TT to bet that flop, it's not exactly a scary board. I think his range is weighed heavily toward AK, QQ after checking the flop. JJ and TT are obviously possible but he would have to be very passive to check behind here.
