Default ACist response to milton friedman

In an interview with PBS , Milton Friedman claims :

"the only case for government is when it is not feasible for market arrangements to make individuals pay, compensate others for any harm they impose on them."

Is this indeed a valid case for government?

Not if government itself is also imposing harm. The ends don't justify the means.

What if the government not acting lead to worse harm (for example, a rapist allowed to rape at will). Is it wrong for the government to use force to arrest this man?

I don't see why this would be some rare situation where a government is necessary to intervene. Surely, in a free market, defense against rapists is very important. Why, without government, is he being allowed to "rape at will"?

How does one decide when this is the case, and who gets to decide when it is the case for others?

The problem is that Friedman's position for when a government is necessary can only be determined by a government, ie a group that has already decided to make decisions for others.

Friedman's starts with a basic premise IMO that government is necessary so you make an astute observation.

That would only be a problem if we were already in a stateless society, if I'm reading you correctly.
