odd graphics flaw on 360 on my HDTV

My HDTV looks amazing w/ 360, but ton the screen there is an odd graphic flaw on all games. It kind of looks like its raining with athe pixels flowing oddly. Anyone know how I can fix this?

nvm i think i fixed it- i turned noise reduction off? i think? i suck w/ tvs.
