If I want him to fold, I keep my mouth shut and if he folds make a scene/politely say don't talk in french to your boy in the middle of a [censored] hand. If he calls, be bitter.

I've seen this before on multiple occasions. Once a player who was not vietnamese (but spoke it fluently) played dumb for a while, then revealed they knew the language, and that the offending players were in fact talking all about the hands in play. On another occasion a floor killed a player's hand for speaking spanish because he had been warned several times and refused to comply . If there is no consequence for speaking a foreign language during a hand, then why have the rule? Screw 'em, dead hand.

I don't think you have to kill the hand in order to have a consequence. I personally prefer kicking the offenders out of the room. Sadly many small rooms can't affor dthe loss of business if they threw out all the regulars who violate this rule constantly.
