He's roughly 25/16 over few hands, and I hadn't seen anything unusual about him so far.

Were you planning to c/r the turn? As played I'd bet the river, somewhere around $5-$7.

seems like it's just a random check raise hoping you had AQ or something to take the pot right there. I'd definitely bet the river, but he'd probably fold anyways.
