Default NL200 - Is this always quads?

Villain is 43/11, no real reads otherwise. Is this always a Q? An 8 trying to avoid a split? 99 / TT played strangely?

This can definitely be a strangely played TT/99 from a 43/11...and it's obviously Qx a good amount too. I guess this could occasionally be a horribly played draw...but I just don't see it all that often on this board. Best case we're splitting IMO. I fold this pretty quickly.

Not always quads, but it's almost always a better hand. Fold pretty quickly IMO.
